This manuscript was begun by Wilson Hulme. More than 120 documents were rediscovered after Wilson’s death and are now on the USPCS web site. Bob Boyd added typescripts of them to the original manuscript. The original typescripts are in black; additional documents are typed in red. Comments by Wilson and Bob help readers assess significance, clarify persons or items mentioned, and find other documents that concern the same subject.
