This year it is presented to Richard F. Winter for his two-part Chronicle Article “United States-Russia Mail: 1840-1875” (Chronicle 241 and 242).
The winner is Harry K. Charles for his book “Postage Due: United States Postage Due Essays, Proofs and Specimens.”
This year is awarded to Jeffrey M. Forster for the many roles he has taken on behalf of the Society: Society lawyer, Regional Vice President; Director; and his noteworthy outreach efforts, including presentations and organizing WestPex lectures from some of philately’s luminaries over the last 34 years.
This year it is awarded to David Zlowe for his article “Evolution of the Types of the 1851 1¢ Stamp.”
This year we are very pleased to award Fred Gregory as a Distinguished Philatelist for his exceptional contributions to philately.
